I had the pleasure of working with Michael Thomas at EPA during the nascent years of the Superfund law. We were figuring out for the first time how to bring multiple responsible parties to the table and create a settlement structure that kept them engaged. One of the earliest big settlements was the Cannons Engineering case. It was complex and full of facts that made settlement terms hard to explain and to swallow. Michael put it all together using innovative legal and policy concepts for the first time to create a durable settlement that withstood scrutiny in the First Circuit. It also generated a landmark Circuit Court opinion that has been a mainstay of environmental jurisprudence for over thirty years. Very, very few lawyers can claim this level of contribution to their area of practice. Michael can. And he went on to apply the same skills in subsequent cases as an EPA lawyer and in private practice.

I have known and worked with Michael for almost 15 years. We live in the same town, and both served for a number of years on the local Zoning Board of Appeals.
